طبق آئین نامه داخلی مجلس، انتظار می رود دولت لایحه بودجه هر سال را حداکثر تا ۱۵ آذرماه سال قبل به مجلس تحویل دهد تا نمایندگان بتوانند در فرصت کافی، به بررسی آن بپردازند و نظرات خود را نیز در متن نهایی اعمال کنند.

آقای احمدی نژاد بخشی از سخنان خود هنگام ارائه لایحه بودجه را به بررسی تحولات اقتصادی کشور طی سال جاری اختصاص داد و از "موفقیت های اقتصادی دولت" در این مدت سخن گفت.

آقای احمدی نژاد از ۹ درصد نرخ رشد در بخش کشاورزی، رشد قابل توجه در تولید کالاهای واسطه صنعتی مانند فولاد، مس، آلومینیوم، سرب، و لوازم بهداشتی در سال جاری سخن گفت و افزود که "طی سال جاری، دولت اشتغال ۲.۵ میلیون نفری را هدفگذاری کرده است که امیدوارم علیرغم مشکلات مصنوعی و غیر مصنوعی که ایجاد شده، ما به آن مرز برسیم" اما در مورد "مشکلات ایجاد شده" توضیحی نداد.

رئیس جمهوری ایران سال جاری را "یکی از سخت ترین شرایط بین المللی" برای مردم ایران دانست اما گفت که "فرزندان ملت تحت فشارهای سنگین خارجی و داخلی، دستاوردهای گرانقدری را به ارمغان آوردند."

وی نرخ رشد اقتصاد ایران بدون نفت در سال گذشته را بیش از ۷.۳ درصد عنوان کرد و گفت که امیدوار است همین نرخ رشد در سال آینده نیز تحقق یابد.

محتوای لایحه بودجه

محمود احمدی نژاد در ادامه سخنان خود به تشریح خصوصیات بودجه سال آینده، هدف های بودجه و نحوه تحقق آنها پرداخت.

وی گفت که بودجه سال ۱۳۹۱ براساس قانون برنامه پنجم و "مبتنی بر پیش بینی های نسبتا دقیق از شرایط بین المللی، بازار، و قیمت نفت در سال ۹۱ انجام شده است."

در مورد هدف هایی که دولت در تدوین این بودجه در نظر داشته، آقای احمدی نژاد گفت که محور اصلی بودجه سال آینده دستیابی به رشد اقتصادی ۸ درصد است و "کاهش نرخ بیکاری، توسعه عدالت، کاهش فاصله طبقاتی، افزایش سهم بهره وری و رشد اقتصادی" را از دیگر محورهای این لایحه اعلام کرد.

برای دستیابی به هدف گسترش عدالت، رئیس جمهوری ضمن تاکید بر ادامه طرح مسکن مهر برای تامین مسکن افراد نیازمند، گفت: "یارانه ها با پشتیبانی های لازم در بودجه پیش بینی شده است و همچنین طرح بزرگ هدفمندی یارانه ها با قدرت ادامه پیدا خواهد کرد و در حد مقدور و توان، گام های بعدی برداشته خواهد شد."

دولت انتظار دارد مجلس در بررسی و تصویب لایحه بودجه سال آینده سرعت عمل به خرج دهد

تلاش در جهت ایجاد تعادل بین استان ها، مناطق و بخش های گوناگون کشور از جمله اقدامات دیگری است که در لایحه بودجه پیش بینی شده و هدف تحقق عدالت را در نظر دارد.

آقای احمدی نژاد کاهش هزینه ها و افزایش کارآیی تشکیلات دولت را نیز از دیگر محورهای مورد نظر در لایحه بودجه توصیف کرد و گفت که "اعلام می کنم که این دولت عزم خود را جزم کرده که با اصلاح ساختارها در همه بخش ها و با اتکا به قدرت مردم و هماهنگی با همه قوا، انشاء الله به سمت سند چشم انداز، اهداف قانون برنامه و رفع تبعیض و بی عدالتی در همه عرصه ها با سرعت بیشتری حرکت کند."

رئیس جمهوری ایران با تاکید بر اینکه "بودجه سال ۹۱ به نوعی سیاستگذاری و تنظیم شده است که همه این اهداف بتواند در مسیر مناسبی محقق شود" ارقام اصلی لایحه را شرح داد.

وی گفت که بودجه کشور در سال آینده به حدود ۵۱۰ هزار میلیارد تومان می رسد که حدود ۴۰۰ هزار میلیارد آن مربوط به شرکت های دولتی است.

به دلیل گستردگی تصدی های دولتی در جمهوری اسلامی، بودجه سالانه ایران از دو بخش بودجه شرکت های دولتی و بودجه عمومی دولت تشکیل می یابد که بودجه عمومی خود شامل هزینه های جاری و هزینه های عمرانی است.

به گفته آقای احمدی نژاد، بودجه عمومی دولت در سال آینده در مقایسه با عملکرد بودجه سال جاری ۵.۶ در صد کاهش یافته در حالیکه بر بودجه شرکت های دولتی، با هدف افزایش سرمایه گذاری، تولید و خدمات حدود ۳۰ درصد اضافه می شود.

در مورد درآمدهای بودجه، دولت در نظر دارد به منظور کاستن از اتکای به عواید نفتی، درآمدهای مالیاتی را ۲۰ درصد و سایر عواید غیرنفتی ۸۹ را درصد افزایش دهد و به این ترتیب، سهم درآمدهای مالیاتی نسبت به تولید ناخالص ملی را از ۷ درصد در سال گذشته، به ۷.۵ درصد در سال آینده برساند.

با وجود تاخیر دولت در تقدیم لایحه بودجه، آقای احمدی نژاد در سخنرانی خود در مجلس ابراز امیدواری کرد که نمایندگان در رسیدگی و تصویب بودجه سرعت عمل به خرج دهند.

در همین جلسه، احمد توکلی، نماینده اصولگرای منتقد دولت، در تذکری در مورد "تخلف دولت" به خاطر تاخیر در تقدیم لایحه بودجه، گفت که باید بودجه چند دوازدهم تصویب شود و رئیس مجلس، ضمن وارد دانستن این تذکر، گفت که مجلس خواهد کوشید به این لایحه در حد امکان رسیدگی کند.

تحقق هدفهای دولت؟

لایحه بودجه سال ۱۳۹۱ در حالی به مجلس ارائه شده است که اقتصاد ایران با مشکلات رو به افزایشی مواجه بوده است.

در ماه های اخیر، بازار ارز دستخوش نوسانات کم سابقه ای بوده و با افزایش سریع نرخ برابری ارزهای عمده در برابر ریال، ارزش پول ملی ایران به شدت کاهش یافته است.

بحران در بازار ارز و طلا در ایران با تصمیم شماری از کشورهای غربی در تشدید تحریم های اقتصادی علیه جمهوری اسلامی به خصوص در زمینه جلوگیری از صادرات نفتی و تحریم بانک مرکزی با هدف کاهش در آمدهای ارزی این کشور همراه بوده است.

بودجه انقباضی همراه با انقباض پولی ناشی از افزایش نرخ بهره بانکی با هدف رشد بالای اقتصادی همسویی منطقی ندارد

اگرچه مقامات جمهوری اسلامی این تحریم ها را بی تاثیر دانسته اند و گاه حتی از آنها به عنوان عواملی در تسریع روند خودکفایی استقبال کرده اند، اما در صورتی که دریافت های ارزی ایران دستخوش اختلال شود، اجرای لایحه بودجه نیز دشوار خواهد شد.

اقتصاد ایران به شدت به درآمدهای حاصله از فروش نفت خام وابسته است به نحوی که نه تنها حیات بخش دولتی، بلکه ادامه فعالیت سایر بخش های اقتصادی، از جمله تولید کالاهای صادراتی، بدون دسترسی به عواید نفتی برای واردات مواد و ابزار مورد نیاز امکانپذیر نیست.

در مورد تحقق اهداف کیفی بودجه لایحه بودجه سال آینده نیز احتمالا سئوالاتی مطرح است.

آقای احمدی نژاد یکی از محورهای اصلی این بودجه را تحقق رشد اقتصادی ۸ درصد در سال آینده اعلام کرده و همزمان، از "انقباضی" بودن این بودجه خبر داده است.

اخیرا دولت به منظور مقابله با سقوط سریع ارزش ریال در برابر ارزهای خارجی، که می توانست تبعات ناگواری برای اقتصادی ملی از جمله در تشدید تورم داشته باشد، با افزایش نرخ بهره بانکی موافقت کرد و به این ترتیب، سیاست انقباض پولی را نیز در پیش گرفت در حالیکه سیاست های انقباضی با هدف دستیابی به رشد اقتصادی همسویی ندارد.

برخی از کارشناسان نگران آن هستند که در صورتی که بحران اقتصادی کنونی ایران به سرعت پایان نیابد، ممکن است اقتصاد این کشور با وضعیت رکود تورمی عمیق مواجه شود.

از دیگر هدف های اعلام شده لایحه بودجه سال آینده، تعمیق و گسترش عدالت از طریق کاهش اختلاف بین درآمد طبقات مختلف اجتماعی است که، به گفته برخی از کارشناسان، در چند سال اخیر به شدت تعمیق شده است.

آقای احمدی نژاد همواره کمک به کاهش تفاوت طبقاتی را از هدف های مهم برنامه حذف یارانه ها دانسته و در سخنرانی بودجه نیز از پیشروی به سوی تحقق این هدف در سال گذشته سخن گفته است.

در مقابل، برخی از کارشناسان نسبت به تاثیر مثبت نحوه حذف یارانه ها در بهبود نسبی وضعیت اقتصادی طبقات کم درآمد ابراز تردید کرده و گفته اند که پرداخت یارانه نقدی به کسری بودجه و تشدید تورم منجر شده که بر وضعیت معاش مردم تاثیری قابل توجه گذاشته است.

اگرچه پرداخت یارانه نقدی به خانوارها دست کم بخشی از فشار ناشی از افزایش حذف یارانه ها را جبران کرده، اما افزایش شدید قیمت ها به منزله کاهش در قدرت خرید مردم بوده است.

این وضعیت به خصوص باعث تنزل شدید در قدرت خرید خانوارهای کم درآمدتر جامعه شده که بخش عمده ای از درآمدهای خود را به مصرف می رسانند و، برخلاف ثروتمندان، امکان پس انداز بخشی از درآمد خود و سرمایه گذاری به منظور سودبری از تورم قیمت ها را نداشته اند.

در خبری دیگر از مجلس، نمایندگان با یک فوریت طرحی موافقت کردند که در صورت تصویب، میزان یارانه نقدی در مراحل بعدی اجرای قانون حذف یارانه ها، افزایش نمی یابد و به جای آن، خانوارها از "کمک های غیرنقدی" شامل خدمات و کالاهای دولتی برخوردار می شوند.
